I have the honour to acknowledge the receipt of your

letter No. 72852/30 of the 27th August regarding the question

of increasing the water supply of Hong Kong.

Upon the receipt of your letter we asked

Mr. R. M. Henderson, of the Public Works Department, Hong Kong,

who prepared the Shing Mun Valley Scheme, to inform us to what extent the Colonial Government wished the Consulting Engineers

to accept responsibility for the scheme. He was, however,

unable to say what exactly were the Colony's intentions in

the matter. We then arranged a conference at this office

which was attended by Mr. W.J.E.Binnie and Mr. H. J.F.Gourley

partners in the firm of Sir. Alex. Binnie Son & Deacon, and

Mr. Henderson, when the whole question was thoroughly discussed

We now enclose a copy of a letter dated 17th

September which we have received from Messrs. Sir Alex Binnie

Son & Deacon, wherein they state that they would be pleased to

act as Consulting Engineers for the scheme and wherein they

outline the fees they would propose to charge on the following

alternative assumptions.

The Colonial Government to prepare all surveys,

drawings, contract documents etc. which would be submitted

to the Consulting Engineers for approval before the work

is proceeded with, the work to be supervised by the

Colonial Government, who will retain the right to refer

to the Consulting Engineers for advice on all technical

matters.
